Simon Parker is an experienced and internationally recognised IT and communications sector analyst who has established a detailed understanding of the latest thinking from around the world on the policy, regulatory and commercial aspects of the global networked economy.   He joined Windsor Place Consulting as a Principal Consultant in January 2004, after two years as an Executive Consultant with the Infocomm Development Authority (IDA) in Singapore with responsibilities for developing strategic policy and regulatory options to enhance Singapore's position as a leading information and communications hub for the Asia Pacific region.

Simon has 10 years experience in the information industries, principally as a Consultant with one of Australia's leading advisory practices, Cutler & Company.   He has worked extensively in a wide range of country markets and across a diverse set of project briefs.   At various times, he has undertaken a range of major studies and projects on behalf of National and State Governments, multinational corporations and other sector stakeholders such as the ITU on the impact of the emerging global information economy.   Projects include:

•  Ongoing regulatory and competitiveness analysis for IDA Singapore, including reviews of the Telecom Competition Code, Telecommunications Act and national policy arrangements;

•  Assisted in preparing the Communications and Multimedia Act 1998 and related regulatory policies for the Government of Malaysia;

•  Appointed as the industry development expert to the Evaluation Team for the Australian Federal Government's AUD3 billion whole of Government IT & T outsourcing initiative;

•  Commissioned by the Telecommunications Regulatory Authority of India (TRAI) to undertake research into the impact of convergence on its local market structures;

•  Acted as a key adviser to IBM Australia with respect to assisting the company in developing its bids for a range of major IT&T outsourcing and procurement contracts;

•  Undertook a major stakeholder impact study on behalf of the Philippines Department of Transportation and Communications in relation to the impact of the WTO sponsored liberalisation of the global communications market;

•  Assisted in compiling major reports on the relative global competitiveness of Australia's information industries including, Serious Player or Spectator? and Commerce in Content for the Australian Federal Government.

Simon Parker has a Bachelor of Arts from the University of Adelaide and brings a very 'hands on' approach to the areas of policy and regulatory development.
